Can anyone tell me what this is?  I found it while working on the light.  Seems to go nowhere and have power.

It's for a resistive heater that would mount on the coin mech to keep it from freezing. Most people remove these and disconnect/remove the wiring associated with the device.

Yes!  Especially if the heater is broke and you have two wires that are open, one hot, and one neutral.  The hot could shock you or arc against something and possibly cause a fire.  It would be wise to disconnect the power to it and throw out the wire or wire nut and tape it.
