It's a Vendo 23. Fairly common machine, never too much excitement over it. If it's complete and working $400-450 tops. It's a non embossed machine. They made a deluxe version that is embossed that brings in a little more.

Interesting - the description says it is a water bath cooler. I didn't know the 23's were water bath units?

Those machines are common enough that you should be able to find a complete one in reasonable condition for not too many $$.
