Hi All,
Received some Cav light up sign parts today and the ballast had toasted itself pretty good. What is in the black residue and more important anybody know of a good cleaning solution to use.
Thanks in advance!!

Be careful, some of the older ballasts had PCBs in them.  If it is a liquid that has leaked out and dried up...don't handle it with your bare hands.  Laquer thinner will clean it up.
