 I don't know this, but I would imagine the reason that it is 9.6 oz.  is that 9.6 US oz is 9.99 (read 10) UK oz And for a while Jamaica was a British colony, and they probably just put a us measurement on it, while measuring it out in UK oz.
 That is a complete guess, and yes, I did look some of that up.
