Are these racks for sale anywhere? and for how much?
Or does everyone make their own? (I wouldn't be able to make my own.)

you'd have to get them out of a parts machine as they're not being repro'd anywhere unfortunatly, but you can basically mack them out of sheet metal if you're handy, or I've even seen them made out of 3/4" x 3"  wood cut to length & attached to the center of the bottle racks channel that guides the crown (top) of the bottles...it's basically just a 3" spacer ( to hold the cans forward in the racks.)
