I got it home and checked the wiring out and the main cords were bad. I removed the refer unit and tested each component and found a bad condenser fan motor and replaced it and then found the start relay and overload on the compressor were bad. I installed a Supco 3in1 and it ran and got cold. I washed everything out and will reassemble later, have some more pics.
