I believe they are from a machine or tank used in bottling plants - not a vending machine.

  Tom,
            Is Correct !! These are off of a Bottle Filler from the 40s I have a really nice one from one off the an old Bottling plant in Cincinnati .There Pretty uncommon . They were mounted on the Top (Bowl ) of the Filler And there were 3 Signs evenly spaced around it . Mine came with a Copy of a Picture of it on the Filler
