      Looks like it is just pressed in and secured with the 2 fasteners.
      Can you make a tool similar to a wheel puller?
      Have it hooked to the back of the housing, tighting the bolt pushes the coin mech shaft through the handle body.

Well I'd spray with PB Blaster, let that soak 48hrs tap with a hammer. Repeat. It will break loose at some point.

Yeah pretty sure it's just stuck... I think I used some heat on the shaft part.. scorched the paint but no biggy as was being restored.

the handle I think is pot metal so don't put heat on that..  heat, tap, repeat..

If the handle is pot metal I would be careful heating the metal shaft. Too hot and it could expand enough to break the pot metal.
