First note that the wiring harnes controlled by the thermostat is line voltage and can present a shock hazard.
if the condensor fan is running continuously, (since it's supposed to be wired in Parallel with the compressor) you probably have a defective or shorted thermostat or themostat line/wires.
(think of the thermostat as a light switch & the compressor & fan as a pair of lightbulbs controlled by it)
To test; First unplug the machine, then remove the wire connectors from the back of the themostat, tape the ends so the dont short out on the metal chassis ( or you!
) , now plug the machine back in, the fan & compressor should
NOT run, if this is so, then you have a defective themostat.
BUT if it's still is running, then you may have a short across the wires that go to & from the themostat, or someone's done some creative rewiring of your machines compressor-deck wire harness.
