It is a RC cola. Same as this one.
The handle doesnt look too too difficult to make. Just need a piece of sheet metal and cut and bend it

The RC Atlas 18 is pretty common. You could fabricate the handle, or wait till another cooler shows up. There have been a few RC's on eBay in the last 6 months. I haven't seen anyone pay the eBay price for one of these.
