That's an early Rowe Cigarette machine. Should come with a base. Very nice. Are you buying it???

It's an Imperial Rowe machine and as stated, usually mounts to a base.

That is my favorite of all the old cigarette machines.  Love the trim.  The picture below was one that sold on Ebay a few years back and I am still kicking myself for not buying it.  Beautiful machines even though you would never set it up to vend the intended product!
