Any one ever see a Victor like this before?

Never saw one like this before. Seller is asking $200, no key, but states it works perfectly. Price seems high to me but never saw one like it before. Appreciate any and all help on what it is and price. Thank you

Looks awful when you cannot see whats inside. What is there to entice someone to part with their hard-earned pennies?

Almost looks like the glass broke and someone made a replacement out of whatever flexible material they had available.
