Question with regards to Ebay;

I recently won an auction for a machine (he had a staring price and a buy it now price with a few hundred difference between the two) I decided that if I didnt buy it now, someone else would at that price.
I've sent 3 emails to him all trying to contact him to arrange payment (if he wants cash or paypal) and to see when I can pick it up.
I never got a reply from him.
Today I see I get an email from Ebay that he requested to canced the transaction, with no reason given.  I had a choice to accept that transaction, or decline it.  So, I declined it, and sent him and email saying "whats goin on".
I told him if I don't hear back from him, that I would send PayPal payment tonight, and we go from there.

So, my question is..... what righ does he have to cancel it AFTER I agreed to his BIN price?
AND, if I send PayPal payment, how proteced am I if he still doenst want to make the deal? (I attach my Credit Card to Paypal, so I can be protected that way I guess)

Any help / insight would be great.

I had somebody do that to me once and as I recall, I did not have much recourse other than filing a dispute and giving the guy a bad rating.  Not sure I would send payment before the issue is resolved.  If the guy is not going to go through with the sale, unfortunately I don't see how you can force him.  Some people are just jerks.

First whatever you do, DON'T send payment. He cancelled it for a reason and whatever that reason is I would guess it is no longer for sale. My guess would be that he sold it locally or did a deal out side of e-bay to save fee's. What is his feedback rating?

His feedback is 100 on 300 ish transactions.

I will contact Ebay and see what my options are.
Once I see all that I will post the item and who it is so that no one here has to deal with him.

From all I have found, Ebay won't do much. You can file a dispute,  but not much will come out of it.  Don't send the payment, it will only get held up  in Paypal before being refunded  to you

I've had several sales cancelled and slaes refunded over the the last year, It does sucketh mightily

      It seems hard to believe this guy is willing to trash his 100% feedback rating on this sale.

      I'm thinking he was also dealing with someone else when you hit that button.

      Now maybe he is just testing the system to see if you will back out of the deal?

Well, still no word from the seller.
I called Ebay last night to inquire / complain, and they said they would look into it, and if he has done this before, they would take action against him.
I would still be able to give him a negative rating, which I will if he doesn't at least have the courtesy to contact me.
I don't get it either,... the guy has a 100 % rating, and now this?

Well the feedback rules are different now. It's actually harder to leave negative feedback. I think if you open a claim you can no longer leave any feedback. Something like that.
