Rare comes up on eBay every couple of years and people duke it out cause they finally have a chance to get one, uncommon you just have to wait a bit before the next one gets listed.

That is a pretty good distinction between the two terms, Tim! My example would be a late 40's early 50's Stoner Theater being uncommon (although heading towards rare) and a Stoner Junior with Gum/Mint Wheel or an early model Stoner Theater being rare. And "lucky" is being fortunate enough to have all three in your collection.

I like the chalk board but being that I am not a big collector of that type of signage, if I were to buy one I would tend to spend the money to get the better condition looking towards resale at some point down the road. But that is just my preference. I know there a lot of people who prefer signs with a nice patina. As far as price, it is whatever the market will bear.
