The coin mech accepts coins and clicks to release the bottle, but the bottle gates open without coins as well, is there a way to set it to vend by coin only?

Your vending gate solenoid may be stuck in the "vend" position, ( the movable "T" shaped armature as it's called, it stuck or binding inside the core/field coil.  take the tin-can off the bottom of the vending gate & check the linkage for free movement it should be able to be draw up to trigger the gate-links, then drop freely back down by gravity.
