Is it a "screeching" sound or a "ball bearings being shaken with broken glass in a tin can"
rattling noise ?
Either way, it's sounds like your compressor is in trouble.

Spray painting does NOT restore a compressor

If you have a spare start relay, change it out to see if you have the same problem. If you do it sounds like to compressor is bad.

Hmm, not good.........Either the compressor's locked up, or the start/run relay is chattering due to a heavy current load or burnt contacts, to test the compressor, get a 1/4HP 3-in-1 start/run/booster & install in in place of the original start/run relay on the side of the compressor under the tin cover. Using a test plug/cord, try to power only the compressor ( don't worry about the condenser fan at this point).
If the compressor starts & runs normally, then you found yourself a bad start/run relay, if it trips the overload in the 3-in-1 (or the house circuit breaker) then the compressor's locked & time to replace

When all else fails and you want to try a hail mary, give it a whack with your hammer when it's trying to start.
Not too hard though! it's worked for me many times with a stuck compressor.
