I would buy one rated for 22 watts.  If you go on the internet you should be able to find a similar 22 watt ballast. Your original ballast is probably riveted in.  You will have to drill out the rivets with a small drill bit.  Its very easy to do.  I replaced the rivets with machine screws and nuts.
