Need some wisdom and advice from the seasoned veterans on this site.

I have a V90B-B.  Coin mech works, compressor works (after the old 3 in 1 treatment), use correct change light works.  I have new starters, ballasts, and bulbs in for both the marquee light and the bottle door light.  There is line voltage all the way to the tombstone sockets for the fluorescent bulb and the dang thing still will not light up.

I don't know a lot about fluorescents but there are 4 terminals (2 on the left for both pins and 2 on the right for both pins) in the tombstone sockets from which to measure voltage.  i get 8 on the upper left, 0 on the lower left, 0 on the upper right, and 8 on the lower right.  When checking upper left to lower right simultaneously, I get 115.  Upper right to lower left I get nothing.  Is this normal for a fluorescent?

My comments are geared more toward the marquee light for now, I haven't messed with the bottle door light much.  Switch on side of Jones plug does interrupt line voltage as it should.  Bottle door light did come on for a bit while i was working on the compressor.

I'm seriously beginning to want to just run an led bar in it and be done.

Any help, experiences or advice would be appreciated.  I'm about at my wits end and you guys have helped before.

Thanks,
Chris

Yeah..220,221 whatever it takes.
Remember, all it needs is a shot of Freon!
The Vendo V-83 is the '59 Edsel of the coke machine world. ;p
Spray painting does NOT restore a compressor
11 is louder than 10...
"Hope" is good, but it's not an action plan.
