Yes there is a switch, and receptacle that a wire plugs into to energize a ballast which a wire goes to a 2 prong plug that the light plugs into...

Right.  I bypassed all that and plugged the fixture directly into AC.
The switch and receptacle look very 1940s but the wire that goes to the fixture itself looks way newer.

Interesting without a ballast surprised it's not popping the bulb.
