Not really up on my soda machines. What is the blue machine with the ball shaped top?

It's a 1920's GE refrigerator painted in Pepsi BLue. I would guess they came out of the factory white

Couldn't find a closer picture of the machine to the left in the background.. looks like some type of round machine that dispenses into a
bottom shoot/tray there on the front. Anyone know what that is?
