I am being offered a vendo 39 that is missing the drum and coin mech. I don't know what they want for it yet but I know I can get the drum but how hard are coin mechs to find?

Well Im preaty sure doone repos them :-( and I have seen machines on ebay without the drum and including coin mech go for around 250.00 and I have in the past seen a coin mech go for around 150-200 so the stripped down machine itself would be worth what 50-150.00'<img'> '<img'> '<img'> Once the coin mech and rum are gone its basically a shell, Does it have anything inside IE the drum guide etc on the side(upper right and bottom right) or just 4 walls??

You can find a coin mech every now and then on ebay for about 100 $. A drum goes for about 200 $ (original) or 350 $ (repro). Are the release wire and the indexing mechanism for the drum also missing you have to spend another 200 bucks.
I bought my V-39 for 400 $. It was complete except of the drum. I bought a repro drum because it can vend 12 oz bottles and longnecks.

Well he offered it to me for $600. I returned an offer of $300. I don't expect he will take it but $600 is way too much.

300 $ would be a good price.
