Purpose of this Coke Sign?

Anyone know what this sign was used for? It's about 6ft long and 20" tall - kinda looks like something else should be attached to the other holes on each side of the button.

Looks like a menu board to me. The strips that hold the letters for whats on the menu appear to be missing.
