Found this for sale locally. It appears to me to be a Westinghouse Master Electric, but wanted to post it to confirm. I cannot see the louvers, but I guess it could be in the back. Also, is this a water cooler type? Lastly any ball parks on price assuming everything is there and working?

nice cooler.. checking ebay's completed listings is a good way for getting a price.... the cap catcher alone is worth around $125...
looks straight.

To answer your questions, it is a Westinghouse Master Wet electric cooler, you can see a water line up about 6" off the bottom of the inside on the larger photos. Value is usually all over the map on these, the cooling system will be a few hundred to get working if it's not, and the circulator motor is another $100-150 if it's seized up. It can be used as an ice-bath cooler as-is.

Yep, that's a Westinghouse master and tkaz is correct, I too have seen them range $100-$2500. It looks to be in real good shape. Looks like the lids are also in good shape from what I can see of them, the replacements lids can be a bit pricey. Based on what I can see I would say 500-800 range if it works and the lids are good ...(IMO)
