Does the vendo 81b have a ballast or a ballast and starter for the door lamp. I need to order some parts but I don't want to take the door liner off to find out which one is correct. I have looked in the manual and as far as I can see it is just a ballast operated by a switch.

Yes, but your question could be directed to one of the suppliers on this site, they carry 81 parts.
You will also need to replace the door inner liner if yours is original, they all crack around the screw holes and cannot be re-installed.

Newbie! I'm sorry I don't understand your answer. Yes just a ballast or yes a ballast and a starter.

I think his answer was that it really doesn't matter what you have right now in the machine because in order to access the ballast to replace it you will have to remove the door liner.  In doing so it is almost always cracked and brittle so the chances of removing it and reinstalling it are not very good.  When you rewire the new ballast you will be better of going with a solution that does not require a starter.  There are numerous threads on this and the site sponsers - Funtronics and Soda Jerks can most likely point you to their products that will meet your needs.

There is just a ballast and switch (no starter) in an 81 and, in order to change them, you will need to remove the door liner.
What Glen (Moondawg) was saying is that you should plan ahead and have a new door liner on hand as you will not be able to reuse the original after it has been removed. The mounting holes will be brittle and broken over the years.

The bigger question is who "restored" it without replacing it! Oo
