National cigarette machine

I dug out my National Cigarette Machine and I do not have any keys. Is there a way to get the keys for it or do I have to drill them out. Top tube lock says AGE on it and the bottom flat key lock says 401. If I have to drill out where can I get replacements. Thank You Victor
