Lenses light as follows:
Red = Bar Closed
Yellow = Last Call
Green = Bar Open

Cool Light I remember them....But how about flashing Yellow - Caution You had too many and are about to make a fool of yourself!

I've seen these, There was a bar that I would stop at when I was in Toledo Ohio, can't remember the name to of the bar (year back)  to save my life right now it was on the East side of toledo.        they had one set up it hung over the back bar ,    It was a cool little bar   .

There was a guy who used to sell replacemnt lenses on Ebay  for retired traffic lights. 
I remember the lamp, always thought it was cool. Congrats on the find
