Yep, Winona is one of my stops.  If you want 6.5 or 10 oz. bottles, you have to bring your own empties to trade in.  A grocery store downtown has 8-packs of 16 oz. Coke and Diet Coke and they charge a 20 cents per bottle deposit.
I got my bottles from antique stores, ebay, and even in the classified ads here.

I believe it is the actual Coca Cola plant. I think there is another bottling plant in Tennessee(??) that refills bottles.

There are probably a few other stores in town that sell the 16 oz. bottles, this is the only one that I have been to.
Also, a number of restaurants in Winona serve Coke products in 10 oz. bottles, but of course, you are not allowed to take the bottles.
