The insulation under the tank of my WH Master looks like it will probably crumble if we try to remove it.  What should I replace it with?  Or would it be best to not disturb it and just clean the supports?  They don't appear to have much rust on them.

Replace it, Go to Lowes and pick up a piece of foam insulation board. It comes in different thicknesses.

I second that! Remove that stuff and clean, prime and paint the supports.
You'll be glad you took the time and did it right. And you'll be sure there's
no problems (rust) in the lining or in side.
