So I am installing the fan and bracket that was missing, but I can't figure out where it hooks in electrically. I didn't take the old on off, so its now just a swap and go.

Can anyone post a picture of how it hooks in?

I don't have a pic Tim but remove the electrical cover on the compressor and attach the wires from the fan motor to the same terminals as the wires to the compressor.

Where the two wires are connected one to the overload and one to the relay attach the fan motor wires to the same terminals. It looks like the relay has been replaced and the wiring to it needs replaced, the wire coming off the overload has a crack in the insulation. This is where the fan motor is commonly connected on most systems.

It would wire across the common & run terminals of the compressor & for Pete's sake rewire that fire hazard man! (seriously)  Oo
