Am putting a WD 12 back together and the refrigeration has been replaced at one time.
My question is the fan in the cooler part (evaporator maybe?) is wired to be on all the time, is that normal?
or should it be wired to come on with the compressor and its fan?

yes that is normal,,, the fan inside the cooling area of all machines should run all the time circulating the cool air...
