I have a chance to bid on a Vendo 39, no mech or drum and not sure if it cools. Outside looks good. I wonder what it may be worth?

I'd pass - there are so many complete (& cooling) 39's around. Does it have the coin door and bezel?
Major components like all of those will run you $500+

You're looking at $400-$500 at least to complete this machine. I have bought 3-4 complete 39's for $500 or less.
