Insert holes

I had my Vendo 39 stripped and it looks like the bottom pan on the liner insert has some rust holes in it.  How do people suggesting correcting this?  Would just weld a new piece of sheet metal into the bottom and redrill the drain hole?  Picture attached.

Yep,

You need to cut out the welds and bring that bottom pan to your sheet metal guy , and have him make up a new one.. drill the drain hole and reweld it into place for final finishing

Well I could not get in touch with the powder coating guy before he just coated it.  So now I have an insert that is powder coated with the holes still there.  Is there an alternative to patching these holes without cutting out the bottom?  I have seen some people suggest POR-15 but I didnt know if that would be capable of filling these holes.  Thanks for any help and/or suggestions.  This is my first machine so I am new to all of this.

POR may fill them - depends on how big they are as it is hard to tell from the pic.
Why did you act so fast without waiting for an answer from someone here?

I would take the tub to a metal fabricator and have him make you a pan to slide in place over the old one.

The powder coating guy is the same place that stripped it for me.  I stopped by there on Friday to check it out after it had been stripped he was out of the office so I emailed him over the weekend to see what he thought we could do to fill in the holes.  I called on Monday and he was still out but got a call today saying the parts were ready.  I guess his crew just went ahead and did it anyway.  I wouldnt have thought they would have moved that fast on it because they had it for about 3 weeks and had barely touched it.

So if I get a piece made to fit over the top would I just get it welded in place or is there another way to attach it?

I'm not a welder, but I do know enough that it needs to be clean bare metal for a good bond. My guess is that you will need to strip the PC off to weld it. Wait and see what it looks like in person - POR will fill a hole up to about 1/8" in diameter. If you told his guys to hold everything, then I'd see if he'll do a do-over after you get the bottom pan replaced.

Also,  might want to try J B Wield epoxy to fill those holes, use it in thin layers
