If I plug my machine in and the top fan works fine but the compressor doesn't turn at all and the bottom fan doesn't come on what sort of issue could this be...

Thermostat?  I would try playing around with that first.  If it's just the fan, then it's a compressor issue, but if it's both, then I would trace backwards from where the compressor and fan wires come together, eventually leading to the thermostat.

Dave,

I believe you can take the thermostat out of the circuit by unplugging it and connecting the wires together.  I think this will make the unit run continuously.  This can tell you if the stat is good.  If that doesn't work, let us know.

Your compressor and condenser fan should be wired together and plugged into the harness? What happens when you plug the compressor plug directly into the electrical outlet? Your compressor and condenser fan should run, but nothing else.
