I would say that metal is the only way. If your not an experienced with working with metal then I would have it done. I myself hire out my metal work as well. The rust area needs sand blasted and the bad areas cut out and replaced with new. That is the best option but in a lot of places that is not possible. Can you describe the area in question or post pictures. We all love to see pictures.
