We use them at work for a variety of different things. The great thing about them is the actual vise head is removable and interchangable with all sorts of different variants. We mainly use them to hold Circuit card assemblies and I endedd up ordering one for some R&D work I was doing with small control panels for a spectrum analyzer. They are quite pricey for the individual unfortunately.
There are (3) three bases sold running from roughly $21 to $40 and the vise heads run between $21 to $45. And then they also make (4) dedicated vises/stands. The head that you have pictured is a Extra Wide Head and it goes new for about $45. Your best bet is to do like Creighton did and get a used one. I looked a Greed Bay and it came back with about 50 hits on "panavise". Title: Stand for slug rejector work.
