Needs to be restored but looks complete. I have never owned one so not sure what they are worth. Do not want to insult the guy but not sure what a fair offer would be. Anyone out there own one of these ? What is a fair? offer?

The square top ones I have seen for $100-150 and didn't buy them. The proof is in the price of a restored one, the round top ones I have seen are about $1000 more in the asking prices.
