It is plastic, and painted from the back. It has very nice paint, the outer side has basic scratches, but nothing real obvious. If you wanted it even better you could polish it with simichrome. The dimensions are 9 9/16" x 15 5/8". Price is $39 shipped in lower 48. Thanks.
