Title: Ballast

I bought this 15 watt ballast from SJW for a T8 fixture what has it's own FS-2 Starter.

No wiring instructions and both wires are black, how do I determine which one is the neutral wire ?

They are both black...

The answer is..Neither! the ballast is wire in series with the hot wire (think of a light switch)

I was locked in on a diagram that Jim drew up for me a National 9 Pull Cigarette...

I think this will still work, I was just focused on one of the wires needing to be designated as "white" neutral.

Well figured it out...thanks Jim for your patience....the biggest mistake I was making was the type of ac powered device I was using to test the socket with after wiring.  

I had my heat gun out when I was heat shrinking the wires.  Not thinking about the change I had used that to test the socket since the top half of the machine was blanket wrapped waiting for a lock.

Also the male socket from the back is a poor design and I had to use a belt sander to grind down so the socket would fit.  A great site for vintage looking assessories is www.vintagewiresupply.com.  Lots of old plugs, bulbs, wires, etc.
