What is the procedure for repairing or refurbishing this part ?
It has a gold inlay, but I'm not sure if that is just a metallic tape or what it is.
Has anyone restored this piece?

It's die-stamped gold anodized aluminum, (some are silver anodized) other than a light cleaning with a very fine grade of steel wool & maybe a light touch with some metal polish, there's not much to do on this part except to be careful not to rub through the anodizing, if it's scratched or dented, you may be looking to replace it as I don't believe it is reproduced yet...but I could be wrong.

I remember a rumor that someone was working on a replacement or an overlay metalized mylar decal to cover over a damaged trim plate.

I had one that the gold was worn in places and I was able to mask it off and spray with gold spray paint. It didn't turn out too bad. It was no where near as good as a flawless original but it looked better than before it started.
