The pic. you show is the mechanical terminal block, you
want to find the refrigeration junction box

ok 2 more questions

1) what does the refrigeration junction box look like and where is it usually located?

2) some of the wires for the compressor go into the mechanical terminal block, if these wires are in the wrong order could that be the cause of my problems?

I did a quick search on "wiring" in the Refrigeration Section and came up with an old thread dealing with refrigeration wiring for a V-39. The image will give you a better understanding of a simple wiring for the refrigeration system. reviewing this should get you on track to trouble shoot where the possible problem may be...

thanks Jim.   I found that wires for the vending mech were creating a circuit with the T-stat wires in the junction box. I removed the wires for the vending rack because the machine vends for free anyways. Now the compressor runs differently and it does not get as cold as fast but gets as cold over 20- 30 min. I still have ice on the evap coils so I dont know if I fixed it or not yet.
