Off the top of my head, I cannot remember the "Sold Out" schematics/mechanics; so make sure the "sold out" circuit is not part of the issue...

Are you testing the coin mech with just quarters, or is it rejecting dimes and nickels too?  There are a couple of small wires you can see about halfway down, those get tripped when the coin goes through.  Try to take a flathead screwdriver and manually push those down to see if it'll count enough to release the solenoid.

After a little more investigation this is what appears to be happening. If I drop coins with the changer out of the acceptor the coins fall through in the proper slot, it is when I put the changer back in the acceptor that the coins get rejected and fall into the change return.

     Close! When you plug it in it should pull in both solenoids (CREM's).

     They are to block the coins if they recieve a signal that the machine is either empty or out of change.

Is there a procedure to test what is present on the plugs both female and male?
