Vendorlater 27 not cooling

Hello. I just took delivery of a Vendorlator 27 tabletop coke machine. The machine runs but doesn't cool well. I let it run for about 6 hours the other night and it cooled to about 65-70 degrees. I can hear and feel that the compressor is running, in fact the compressor never turned off. All seals seem to be in good shape too. When I look at the evaporator coils in the bottle area of the machine I can see ice forming on the bottom 2 coils. Seems to stay iced for a while and then melts away. The top coils never seem to get cold. Any ideas? The motor for the evaporator seems to be running fine. Does it need a shot of freon or shall I just try making adjustments with my hammer.

Here's a picture of the cooling unit on my 27. If you look closely you can see that the bottom 2 coils are iced over.

Just boxed this up to ship to Eric at Global Compressors. I talked to Eric and we tried a few things to get it to cool better. Ran out of things to test on the phone so it's on the way to Texas. I'll let you know how it turns out.
Cooling unit only weighs 62 pounds and that includes a big wooden box.

Just thought I'd post a follow-up on my 27. I got the compressor/deck back from Eric and it works great. Cools right down and stays cold. I was really impressed with the work they do at Global Compressors. Not only did was the machine repaired, but it was painted and looks brand new. Thank you Eric!!!!
Now I need to make a box to ship my V-39 compressor.
