I think he is telling you to check if the fan is spinning in your machine... Hence if its not then you wont get cold air coming into the machine.....

i'll have to check it tonite but from what i have looked at, how do you access the rear of the machine, i mean behind the can holders? it doesn't just swing out like the doors, man i wish there was a site with basic illustrations.

I don't know about all machines, but to access the fan/coils on my squaretop you have to first remove the can chute (metal tray that cans drop onto and out of the machine), which then gives you access to remove the vend solenoids.
With the vend soloids removed you can unscrew and remove the can rack, which pulls straight out but is rather heavy (and a pain in the neck to get back in again !).
Once you remove the can rack you have to unscrew a couple of metal guards that hide the coils and fan.
Finally with the guards removed you have access to the fan. If you unbolt the compressor plate at the bottom of your machine (usually 4 large bolts) then the whole assembly top and bottom will slide right out for you to get a closer look at everything (though you'll probably want a hand with this part as it's not exactly light !).

These two pics show the complete vending assembly on mine, and also what you see with the whole assembly removed.
You can't actually see the fan because it's hidden behind the coils.

These two show the empty shell and the cooling system itself after removal from the machine.

Ah Wise Man, thank you...but...i found out the problem. evidently the rockola is a lot simpler thant the other machines. scenerio..i got off work tonite and went and opend the running machine. big time frost and ice down at the bottom of the machine. ok no problem, found the thermostat, looks new, turned it to off and let it defrost. in the meantime i took a flashlight and was shining it around and found the fan that forces the air upward....not spinning?'> ok, look at the can rack and see that at the top there are 2 brackets...hmmm...so phillips screwdriver, take them off, and the entire can rack system, as well as the electrics on the rack pivot downward! COOL, so i look at the fan, that is the only reason i think, except to clean the occasional burst can that you would do this, but anyway i look at the fan and it has a shredded, ancient, coke can that is through the fan!! well i unplug it to take off the tension, hit it with some WD40, pull out the blockage, plug back in and shoot!!! i turned the thermo up to 7 and it actually froze the 5 cans, 1 in each slot, in about 2.5 hours!!! happy, happy, happy! anyway, i live 15 minutes from Mexico and a friend of mine is going this weekend and he is going to pick me up a couple of one pound cans of R12, yes it is still in Mexico, they are about 3-5 bucks per pound, and my HVAC neighbor is going to charge if for me. so all is good in Arizona. thanx for all the info so far and i will stay tuned.

I'm actually in ####...Yuma!! I'll take some pics tonite of the machine before i stock it after work. It was amazingly simple to fix and to access that back area. the only reason that you would want to access that is due to clean up or the fan going out. i turned the temp up to max 7 last nite and put a bud lite in it. this am it was frozen solid!!'> so i turned it down to 5 since it will be full tonite nothing should freeze. it is in my AZ room with the hot tub, so that is kinda cool. hard to keep change around though when you want a beer and your buck naked in the tub!! i know too much info!

Why are you going to re-charge this system? It's working fine. The thermostat should cut out before freezing though...........even on a level 7
