How does this work? Is it offset from GMT or something else?

I am not admin, but I'll take a shot at it.
It is based on EST (where Jim is)
For me, I subtract 2 hours for AZ time. Unfortunately for me, I will have to keep up with it as AZ does not change time with daylight savings.
You would subtract 3 for CA.
