Ideal 150 cooler wont set temp

Did the guy re-charge it with R-12 or R-12 substitute (or maybe even R-134)?

I think it was R134, not a 100% sure but think that ios what I saw on the bottle, so when they guy came and added freon, to the machine, the machine was off and when he added it it fired up and all was good, but after a while of running the machine now only would get to 65 degree F where before it was at 46 degree f. talked to the owner and now taking it out to his shop for he can look at it.
one question I have is there is a pencil filter on this, would that prevent it from flowing properly, causing it to be clogged or plugged so it wouldn't run the freon properly. I know it is warm when touching it, but the lines going through maching are getting colled going up into the maching walls, not sure how far as panels are all on it, but from what I can see.
I have a new pencil filter to take with me if it needs to be replaced, also how many pounds of freon is requred ruffly, also what is the proper freon requried for it, I will ensure we are using the right stuff and find out what is causing this to not cool down right.
