Vmc dual 27

A friend of mine has a VMC dual 27 in his garage.  He says it was working before he put it in the garage 4 years ago.  But by the looks of the compressor I seriously doubt if it is working now.  (Houston, Tx humidity is a killer)  He wants $250 for it.  Is it something I should jump on or pass on?  He had taken the door off for safety (not that anyone could fit inside it but who knows) and it looks complete but I didn't open the coin door.

I'm sure I can do most of the work myself but realistically how big of a project do you think this is?
