What's the best thing to use to keep the coin mech operating smoothly? A dry lube spray? WD-40? Silicone? Nothing?

Are you talking about the rejector or the mech?
Rejectors should stay clean and dry - oil and dirt from coins will eventually gum it up.
Mechs have certain points that use a high quality dripless oil (like gun oil) and other parts that use a grease - I use white lithium.
What mech are you wanting to lube?

Electronic mechs need no lubrication, mechanical types ( crank-handle) might need some light ( dripless) type of oil (3-in-one oil comes to mind) only on the bushings of the mechanics, , but basically you never lubricate any slug-rejector/coin acceptor ( the part that accepts the coins)

It actually a problem with coins going thru a Seeburg juke (DS160). It had been working fine, but lately, dimes are hanging up. So.....what's the difference between the coin mechanism and the rejector? Aren't they both combined into one unit?

The rejector tests coins for their validity through several tests - size, magnetic properties, etc.
Another functions is to direct them to the correct location on the coin mech.

The coin mech registers the coins, thus allowing you to make a selection, etc.
